Prof. F. Youngman Deputy Vice Chancellor – Academic Services




Frank Youngman worked at the University of Botswana from 1975 to 2015. He was promoted to Full Professor of Adult Education in 1995.  He served as Director of the Institute of Adult Education (1985-1987), Dean, Faculty of Education (1987-1991), Head, Department of Adult Education (1995 - 2001) and Deputy Vice Chancellor - Academic Affairs (2005-2011). As Deputy Vice Chancellor, he was head of the academic division of the University with responsibility for academic planning and policy development, co-ordination and review of teaching, research and service programmes, overall direction of academic support services, and promotion of international education and partnerships.

He taught at all levels of the University from Certificate to Masters and undertook Masters and PhD supervision. He was a pioneer of e-learning in the early 2000s. He has written numerous publications in the field of adult education, lifelong learning and related areas. His book The Political Economy of Adult Education and Development was the winner of the 2001 Cyril O. Houle Award of the American Association for Adult and Continuing Education for Outstanding Literature in Adult Education. He worked closely with UNESCO in the period 1995 to 2005 and from 2001 to 2005 he was the Series Managing Editor of the UNESCO/Pearson series African Perspectives on Adult Education. From 2013 to 2015 he was Secretary of the University of Botswana Africa-China Research Group and began research and publication on issues related to China’s involvement in Africa, including educational cooperation. Whilst at the University of Botswana he attended over 40 international academic and professional conferences as participant, delegate, presenter, keynote speaker or resource person.

He has been a member of various Government of Botswana committees in the areas of rural development, rural extension, women in development, adult literacy, out-of-school education, teacher education, and distance education. In particular, he was a member of the National Commission of Education in 1992/3 and served on the committees that established the Botswana College of Open and Distance Learning, the Tertiary Education Council, the Botswana International University of Science and Technology, the Human Resources Development Council and the Botswana Qualifications Authority. He is Chairman of the Board of Trustees of the Foundation for Education with Production.

He has been a visiting professor at Zhejiang Normal University in China (2012) and the University of Southern California in the USA (2013), and in 2016 he was Senior Resident Researcher in the African Studies Centre at Shanghai Normal University.

He joined the Botswana Open University in August 2017.
